source-ID sets and edit metadata matched. This is not complete physical-grid
coverage or live status. The advertised extent is narrower than actual returned
features; no geographic exclusion was imposed from that advertised extent.

as applicable to rights GovBot can grant; underlying material retains source
rights and credits. EIA holdings and application code are independent.
Original source credits remain in each record's SOURCE column. This is not
a blanket certification that every underlying component is public domain.

The JSON contains its own attribution/license/generalization notice.
Columns are ordered: objectid_1,id,type,status,owner,voltage,volt_class,inferred,
source,sourcedate,val_date. Each record.a follows that exact column order.
Each record.geometry.parts contains paths flattened as longitude,latitude pairs.
Raw source attributes are retained, including NOT AVAILABLE and negative numeric
sentinels; tool results normalize unknown values to null. Dates are source
epoch milliseconds; service edits/acquisition dates do not update source vintage.

Transform: public ArcGIS query outSR4326, maxAllowableOffset0.0005degrees,
geometryPrecision5, returnM/returnZfalse; selected columns only, no substation
fields/topology. Original returned paths flattened without further geometry
simplification. Records sorted by NETL objectid_1. Numeric kV values are voltage,
not MW power/available transfer capacity. Generalization and decimal precision
are not accuracy guarantees. No exact route/survey/connection/outage claims.
